Hi Carolyn. I think that the extreme power monger elitists (the "power-makes-right" or "PMR" individuals) have existed alongside more moderate economic elites during the rise of modern democracies. And they have to be distinguished from each other. The former (supporting fascists in America and Europe in the 1930s-40s) and, before that, racial subjugation and other repressive social darwinist control actions. Then again, the more ideologically moderate economic elites had the upper hand but also played a game of balancing liberal universal values of justice and equal rights while often hipocritically fixing the system to their advantage. Moreover, theyr would often look away and defer to the PMR to carry on unpleasant manipulations and repressions when convenient.
We can also see that the liberal consensus of valuing shared rules in a sense "domesticated" many of the wealthy and powerful and oligarchs. They felt that - after all - it was convenient for them to live in a less Machiavellian society and feel good about themselves...because they were not true eilitits at heart or "true authoritarians." However, they wanted to live under liberal values and be rich and powerful at the same time and were often supporters of the liberal consensus.

They wanted to free themselves and their industries from all restrictions; to pay even less taxes, now - even more so - to control how people think and, to portray themselves as saviors of the (once dominant and now identity and power-frustrated) ethnic majority. Easily, for convenience the PMR associated with the traditionalist religious cultural warriors (that also think that an exclusivist elite should rule) and, as a strategy, they distance themselves from the average (more moderate) economic elite that was typically connected (albeit often in a hipocritical way) to the liberal cultural consensus.
This more "domesticated" economic (and typically associated progressive cultural elite) could then be attacked by associating it with (a partially true and partially fictitious) globalist, liberal Establishment that (despite its failures, in the name of human freedom, prosperity, and democracy) had been strengthened by the U.S. after WWII. Yes, it had been an Establishment that exported democracy and defended universal rights and pluralism but that also hipocritically peddled for the interests of great corporations and -oftentimes - to extreme PMR elitists in their midst, especially when it came down to illicitly (or inhumanely) exploting others or to maintain the facade of good intentions while implementing regime changes around the world.

It boils down to people that worship exclusive and absolutist power versus those (more spiritual and principled people) that care for distributed power.
